East Coast Migrant Head Start Project Child and Family Health Manager

Purpose: Lead the design, development, implementation and oversight of Health and Safety systems and services that meet the needs of migrant farmworker children and families for ECMHSP.   


Education and Experience: Master’s degree in Maternal and Child Health, Public Health, Health Education, Nursing or a related field with a focus on the health and safety of young children and their families. A minimum of 3 years of experience working with young children and families, designing and evaluating services and providing training and technical assistance. 

Skills, Knowledge and Ability: Ability to maintain a high level of confidentiality, must have high initiative, integrity, strong work ethic, good communication and analytical skills. Knowledge of Head Start and adult learning principles. Computer proficiency in Outlook, Word, Excel, PowerPoint and data management systems. Fluency in Spanish preferred but not required.  

Working Conditions: This job operates in a professional environment. This role routinely uses office equipment such as laptops computers, photocopiers and smartphones. Moderate travel in and out of state expected.  


  • Lead the design and development of ECMHSP child and family health and safety service plans that meet the needs of migrant farmworker children and families and that are compliant with the Head Start Program Performance Standards and other applicable laws and regulations.
  • Support the implementation of health and safety services program plans for ECMHSP.
  • Lead ECMHSP planning in the area of child and family health and safety. Conduct data and trend analysis and program evaluation to inform ECMHSP community assessment and strategic plan.
  • Monitor, track and analyze ECMHSP health and safety services data and plan for support, training and technical assistance or other intervention as needed.
  • Regularly evaluate ECMSHP progress towards health and safety goals and objectives and plan for course corrections as necessary.
  • Develop and deliver, in cooperation with the Training and Development Manager, ECMHSP health and safety services training plans and materials that will facilitate achievement of ECMHSP goals and objectives.
  • Plan for and implement, in cooperation with ECMHSP management staff, technical assistance through on-site visits or remote technical assistance.
  • Provide support and guidance to ECMHSP programs with crisis management and in addressing emergency services for children and families.
  • Provide guidance and support to programs in working with local providers and coordinating local health and safety services and training. Provide support in developing written agreements.
  • Provide leadership and plan regular meetings for the Grantee Health Services Advisory Committee, ECMHSP Health/Disability Services Committee and other health services committees as needed.
  • Represent and provide leadership on behalf of ECMHSP at the national level with service area organizations and other requested organizations.
  • Maintain membership in national level trade and service area organizations and participate on national, regional and state health and safety related tasks forces or committees.
